1\. The job
We are looking for Regulatory Officers in the field of environmental sciences. The ideal candidate has knowledge and professional experience in different areas of environmental sciences related to ecotoxicology, environmental fate, and chemical hazard and risk assessment. In this call, we are especially interested in experts who have experience in assessing persistency, bioaccumulation, and toxicity (PBT/v P v B properties) and persistency, mobility, and toxicity (PMT/v P v M properties) of chemical substances, in conducting or assessing aquatic/sediment toxicity tests, or in conducting use and exposure assessments.
2\. Key responsibilities
The main focus of this call is on the Water Protection Directives and candidates will be expected to contribute to several, but not necessarily all, of the following tasks:
Identify and prioritize substances for inclusion in surface water and groundwater watch lists and priority lists of substances/pollutants under the water directives mentioned above (considering information on hazard, uses, exposure and regulatory status);
Develop (environmental) quality standards for priority substances and groundwater pollutants;
Assess and provide expert opinions on ecotoxicology and environmental fate, the relevance and reliability of experimental studies, assess and evaluate relevance and conclusions made in the environmental effect, exposure and PBT/PMT assessment and risk characterization of substances;
Assess the risks of chemical substances in particular using environmental monitoring datasets and statistical tools;
Apply and evaluate methodologies alternative to animal testing, such as read-across, QSAR and grouping in regulatory risk assessment;
Assess the environmental hazard profile of chemical substances in relation to classification and labelling obligations (in particular PBT/v P v B, PMT/v P v M, and environmental endocrine disruptors criteria);
Provide scientific and technical support to ECHAs two scientific committees on risk assessment (RAC) and socio-economic analysis (SEAC) when they provide opinions to the European Commission in the context of the above-mentioned legislation;
Develop methodologies, tools, guidance and procedures to support the implementation of the above-mentioned legislation and tasks.
To succeed in their job, the regulatory officer will cover several, but not necessarily all, of the knowledge areas, skills and competences below:
- Practical knowledge of environmental fate and/or ecotoxicology with work experience from academia or in a regulatory context or similar;
- Practical experience of environmental exposure and risk assessment of chemicals;
- Practical experience with prioritization of chemicals for regulatory action (e.g. considering hazard profile, use and exposure information);
- Preparing and/or supporting the development of the Agency's reports and opinions;
- Preparing, managing, and follow-up of the meetings of ECHAs Committees, relevant working groups, and expert groups, including support to their Chairs and rapporteurs. General competencies
- Knowledge and proven practical experience of project management, ideally in a multidisciplinary environment;
- Problem solving and analytical skills;
- Strong interpersonal skills and team spirit;
- Flexibility, reactivity and autonomy;
- Ability to work under pressure.
3\. Minimum qualifications
To qualify for this profile, you must have completed university studies of at least three (3) years attested by a diploma and professional experience of at least one (1) year.
**Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognized as equivalent by the relevant EU or EEA Member State authorities will be accepted.**
4\. Professional experience
To qualify for this profile, you must have at the closing date for applications a total professional experience of at least one (1) year acquired after achieving the minimum requirements stated out in section 3 of this vacancy notice.
5\. Selection criteria
If you meet the eligibility criteria, you will be assessed on the basis of the following selection criteria. Candidates judged most suitable based on the selection criteria will be invited to the next stage of the selection process:
- **Your academic and professional qualifications** and their relevance to the main areas of work listed in section 2;
Preference will be given to qualifications obtained in or covering the following fields:
o Ecotoxicology;
o Environmental fate;
o Environmental risk assessment of chemical substances (e.g. industrial chemicals, pesticides, biocides).
- **Your professional experience:** Preference will be given to candidates having experience in functions similar to those outlined in section 2. The Selection Committee will assess the range of fields covered, the type and level of work done and its relevance to the areas of work listed in section 2.
The following will be considered as **assets**:
o Experience in the derivation of (environmental) quality standards or thresholds under the Water Protection Directives;
o Experience in prioritizing substances for the watchlists or priority substance list and/or groundwater pollutants list under the water protection directives
o Practical experience in performing or assessing aquatic and/or sediment toxicity tests
o Experience in assessing the ecotoxicity of microplastics and/or experience related to anti-microbial resistance in the environment
o Work experience gained in a multicultural and multidisciplinary environment. Preference will be given to work experience abroad.
Your academic and professional qualifications, professional experience and knowledge and experience considered as an asset **must be described as precisely as possible in your application**.
